Em 2009 os professores do Programa de Pós-Graduação da Universidade do Estado do Rio de Janeiro (PPGRI-UERJ) e o Programa de Estudos Argentina-Brasil (PEAB) da Universidad Nacional de Rosário (UNR) criaram o Núcleo de Estudos Internacionais Brasil-Argentina (NEIBA) com vistas a fornecer uma base institucional para o desenvolvimento dos estudos na área de Relações Internacionais, com especial destaque para temas vinculados a Argentina e Brasil. Com a edição, a partir de 2012, da Revista Neiba, Cadernos Argentina Brasil, pretendemos não só divulgar os trabalhos de professores e alunos dos respectivos programas, mas também as contribuições acadêmicas de professores e pesquisadores de outras instituições. A revista é vinculada ao Programa de Pós-Graduação em Relações Internacionais da Universidade do Estado do Rio de Janeiro (PPGRI-UERJ) e possui classificação A4 no Qualis CAPES.
