AimThe Policy and Governance Review (PGR) is a peer-reviewed journal dedicated to advancing the theory and practice of adaptive and resilient governance, with a distinctive empirical anchor in Indonesia and Southeast Asia, home to one of the world's largest and most complex decentralized governance systems, spanning 34 provinces and over 500 subnational governments. PGR provides a platform for rigorous, large-scale empirical research on subnational governance, regulatory implementation, and public-private collaboration that is frequently under-represented as a central focus in the broader international public administration literature. Published by the Indonesian Association for Public Administration (IAPA), PGR draws on IAPA's direct network of bureaucratic practitioners and policymakers across Indonesia and the wider region, bridging scholarly research with the realities of governance practice. ScopePGR welcomes interdisciplinary research exploring the dynamics of governance adaptability and resilience, with particular interest in studies grounded in subnational, comparative, or cross-country evidence from Indonesia and Southeast Asia. We publish robust theoretical, empirical, and comparative studies employing a variety of methodological approaches, and specifically encourage contributions that move beyond diagnosis to propose and evaluate actionable solutions for more robust governance, including studies that engage directly with the legal and regulatory frameworks through which governance reforms are implemented. Key Areas of Focus for PGR Journal Sustainable Development and Public PolicyDescription: Research on the implementation, monitoring, and evaluation of the Sustainable Development Goals (SDGs); policy coherence for sustainable development; cross-sectoral collaboration; environmental governance; climate change adaptation and mitigation policy; and the role of public institutions in achieving equitable and sustainable outcomes. Collaborative Governance and Hybrid ArrangementsDescription: Research on the structures and processes for managing multi-actor systems, including the performance, accountability, and design of public-private partnerships (PPPs), network governance, co-production with citizens, and cross-sector collaboration in subnational and local governance. Adaptive Governance and Policy InnovationDescription: Research on how governance systems learn, innovate, and adapt to change, including policy innovation labs, experimental governan
