JEM (quarterly) publishes original measurement research and reports of applications of measurement in an educational context. Topics addressed in JEM reflect contributions to educational measurement that are related to the purposes of NCME. JEM is a vehicle for sharing improvements and innovations in educational measurement. Examples of Appropriate JEM Manuscript Topics JEM is open to a variety of manuscripts that include original and useful research on measurement processes, techniques, tools, and procedures. Examples of such manuscripts are those that include original discussion on the theory, philosophy, and practice of measurement, those that report novel and generalizable uses of educational measurement tools in education or related disciplines, and those that describe innovative approaches that would be useful to measurement theorists and practitioners. Submitted manuscripts within the broad domain of educational measurement are reviewed for the accuracy of their designs, analyses, and interpretations; the significance and value of their contributions to educational measurement practice; and the originality of their content. A Manuscript that Belongs to any of the Following Types is Likely to be Assigned a Lower Priority for Publication in JEM (Unless the Manuscript Has Important Implications for Educational Measurement): Manuscripts with a focus outside the domain of educational measurement (for example, manuscripts describing statistical methods that have no clear applications to educational measurement and manuscripts concerned with psychological issues unrelated to educational measurement). Manuscripts that primarily are reviews of literature on a specific area of educational measurement. Manuscripts that illustrate or compare existing psychometric tools using simulated or real data. Manuscripts that describe the development of new curricula or tests or questionnaires. Manuscripts that report routine investigations of the psychometric adequacy of specific tests or routine analysis of one or more education data sets. Manuscripts that describe computer programs.
